DEATH PANELS

Well, maybe not death panels, exactly, but unless we start allocating health care resources more prudently — rationing, by its proper name — the exploding cost of Medicare will swamp the federal budget. 

But when you get to the end of the article it is clear that some kind of rationing will be taking place. But how do you know when a medical treatment might allow someone 10 more years of life or if would just cause someone to end up on a machine for a year?
