Romney's quotation of those words. . .

Thing is, the way Romney says it, he makes it sound like Obama said that the businessperson didn't build the business. That's not what Obama's saying; he's referring to roads and infrastructure which support the business, which the businessperson didn't build because he was busy building his business. The add is accurate; Romney quoted Obama out of context.
Government infrastructure is important, but the personal drive of entrepreneur is critical.
