CONFLICT OF INTEREST IN OBAMACARE

The health-care bureaucrats are rushing to create the structure for Obamacare by the 2014 deadline.  There is the issue that some of the private contractors may not be vetted appropriately.  And the Security Exchange Commission has not been informed as it should have been.  So is there some under-handed wheeling and dealing taking place?
